Exporting unmanufactured tobacco (HS 2401) β auctions, grades and TPD
Unmanufactured tobacco is an agricultural export with a commodity structure and a regulatory boundary that exporters need to understand precisely: product regulation generally begins with manufactured tobacco, not with leaf.
Classification: leaf, stemmed and scrap
- 2401 10 covers tobacco, not stemmed or stripped; 2401 20 covers tobacco, partly or wholly stemmed or stripped; 2401 30 covers tobacco refuse β scrap and waste.
- The stemmed/unstemmed distinction is a real processing step, not a description, and it changes the line and the weight-to-value relationship.
- Manufactured tobacco products β cigarettes, smoking mixtures β leave 2401 entirely, and that is where the heavy product regulation sits.
Where regulation actually starts
Tobacco product regulation in major markets is aimed at manufactured products β packaging, health warnings, ingredient reporting, advertising. Raw leaf is generally outside those regimes. That does not mean leaf is unregulated: it means the applicable rules are customs, phytosanitary, residue and buyer specification, not the tobacco-products regime. Getting this boundary right prevents both over-compliance and a nasty surprise.
Grading, auctions and what buyers actually pay for
- India's tobacco is substantially traded through an auction system for flue-cured virginia leaf, with grading by position, colour and quality. The grade, not the average, sets the price.
- Buyers specify nicotine content, sugar-to-nicotine ratio, moisture, and physical leaf characters; these are laboratory parameters, and a consignment is bought against a measured specification.
- Pesticide residues and non-tobacco-related matter are rejection risks, and buyers test. The control is at the farm and the curing barn.
Documents and market reading
- Commercial invoice, packing list, transport document, certificate of origin, phytosanitary certificate, and laboratory reports for the specification the buyer requires.
- Because the trade is graded and auction-priced, national unit value figures blend grades that differ materially in price. They are a poor guide to your own realisation β the auction record and the buyer's specification are the real reference.
